He needs to explain it more. What in the hell can explain away the fact that he BROKE the law? It doesn't matter how justified he thinks it may be, although I don't believe that shit either. You can't break the law. If you don't like it, then try and change it. But of course we know the real reason he broke it, and that's because he never would have gotten approval for the blatant use of his spying on his political opponents.
