U.S. State Department to reorganize

The U.S. State Department announced reorganization plans that include not promoting diplomats unless they've served in dangerous posts.

Secretary of State Condoleezza Rice, in a speech Wednesday, introduced the concept of transformational diplomacy, which she said is rooted in partnership, not paternalism.

Rice said the changes were in response to post-Cold War threats of terrorism, drug trafficking and disease. As a result, the State Department plans to move 100 current positions in Europe and Washington to more critical areas such as Africa, South Asia, East Asia and the Middle East, she said. Eventually perhaps one-third of the more than 6,000 U.S. Foreign Service positions could be affected, the Washington Post reported

At least in the rest of the world. But this rotating crap makes little sense. Germany for instance will be just thrilled to get an American Urdu-speaking diplomat who is a specialist on Kongo affairs.

2. Damn. Ms. Rice must think her time is now to make changes before she's out
of office...at least in the B-C administration. Maybe she's planning ahead to join in with the other neo-cons.. :(
