Violence, corruption dog Iraqi construction
BAGHDAD (AFP) - Reconstruction crucial for Iraq's future has suffered repeated setbacks owing to persistent violence and corruption, officials in Baghdad and Washington acknowledge.

"Reconstruction has not always gone as well as we had hoped, primarily because of the security challenges on the ground," US

President George W. Bush said Wednesday ahead of Iraq's landmark legislative elections on December 15.

US General William McCoy, who commands the army corp of engineers work here, said: "We believe that security and reconstruction are intertwined," citing as an example the availability of electricity in Baghdad.

"We had pretty good power in the late October time frame, by pretty good I mean 11 to 12 hours a day. Today we are only at four to five hours as a direct result of insurgent attacks."
