WASHINGTON — Foreign Minister Taro Aso and U.S. Defense Secretary Donald Rumsfeld reaffirmed efforts in their talks Saturday toward implementing a bilateral agreement reached in October to realign the U.S. military presence in Japan.

1. Using Japan
to poke China in the eye. Not satisfied with stirring up a hornet's nest in Iraq, this administration seems intent on creating a fiasco in yet another part of the world.
