US faulted on handling nuclear threat, detainees

WASHINGTON, Nov 14 (Reuters) - The U.S. government is still failing to adequately protect nuclear weapons from terrorists and its handling of terrorism suspects is undermining attempts to improve America's image in the Muslim world, members of a commission that investigated the Sept. 11 attacks said on Monday.

Although President George W. Bush has called weapons proliferation the country's most serious threat and al Qaeda has sought nuclear arms for a decade, "the most striking thing to us is that the size of the problem still totally dwarfs the policy response," said commission chairman Thomas Kean.

"In short, we still do not have a maximum effort against the most urgent threat -- everybody agrees -- the most urgent threat to the American people," he told a news conference.

The commission was established by the U.S. Congress to investigate the Sept 11, 2001 attacks on the World Trade Center and the Pentagon by Osama bin Laden's al Qaeda network that killed nearly 3,000 people.

Their review gave the administration the grade "unfulfilled" on the commission's recommendation that the United States develop a common approach with friendly nations on the treatment of captured terror suspects. The commission also had suggested the Geneva Conventions on the law of armed conflict should be applied to military prisons and secret detention centers.

What the Bush administration still needs to do, the review said, is to adopt standards for terror suspects that are in accord with international law.

"These standards should cover the treatment of detainees held by all elements of the U.S. government," the former commission members said.

3. Iraq war and this quote crack me up...
"attempts to improve America's image in the Muslim world"

What attempts? Going to war and helping them to hate us more? We need to turn around before we can even "attempt" to change their views with us. These days are pretty sad folks...

WASHINGTON -- Reviewing action on recommendations it made last year, the Sept. 11 commission on Monday criticized the Bush administration for not adopting standards for treatment of captured terror suspects.

The administration was given a mixed review in a report on the commission's key recommendations that were designed to help the United States better prepare for and respond to a terror attack.

There was high praise for U.S. attempts to integrate the Arab and Muslim world into the global trading system and in fighting terrorism financing.

But former commission chairman Thomas Kean, former vice chairman Lee Hamilton and the eight other members who formed the 9-11 Public Disclosure Project found much to criticize.

Their review gave the administration the grade "unfulfilled" on the commission's recommendation that the United States develop a common approach with friendly nations on the treatment of captured terror suspects. 5. US 'failing to stem terror risk'
The group warns reports of detainee abuse are damaging to the US


The US government is not doing enough to thwart attempts by terrorists to acquire nuclear weapons, members of the former 11 September inquiry have said. The US must also improve its image abroad, damaged by reports of abuse of terror suspects, the group said.

It was reporting on the government's progress in meeting key recommendations made by the 9/11 commission last year on how to prevent new terror attacks. The pressure group was formed after the 9/11 commission was disbanded.

Called the 9/11 Public Discourse Project, the bipartisan body consists of the same commissioners that investigated the 11 September attacks.
