Republicans Vote Down Bid to Delay Vote on Bolton (Update1)
April 19 (Bloomberg) -- Republicans on the Senate Foreign Relations Committee moved toward a vote on John Bolton's nomination as U.S. ambassador to the United Nations as Democrats raised new allegations about President George W. Bush's nominee.

``There have been additional cases made as to why Mr. Bolton should not be the ambassador, our ambassador,'' said Joe Biden of Delaware, the senior Democrat on the committee.

Biden said an unnamed U.S. AID worker in Kyrgystan claimed Bolton harassed her over a business matter, chasing her through halls of a hotel and shoving a threatening letter under her door. ``There are other things that have been alleged relating to a pattern of his conduct,'' Biden said.

Biden urged the committee move to closed session to consider such testimony, action that would delay a scheduled vote today on the nomination. The panel's Republican chairman Richard Lugar wouldn't agree.

1. A small victory, but an important one
The real victory will come when Bolton nomination is either withdrawn, if it looks like Bush won't get the votes, or stymied again in committee.

7. Yeah, this article is wrong
I just heard on CNN Headline News that the Committee agreed to delay the vote so Democrats can get more documents from the State Department to show Voinovich and other fence-sitters that Bolton is indeed a big scumbag.

8. As noted above, Bloomberg jumped the gun. In the face of a tie vote, Luger
"agreed" on a consensus to delay the vote - leaving the door open for more documents to be presented and a possibility of recalling Bolton to testify....great parliamentary TV. Luger was over his head on this one, especially after Voinivich indicated he'd not vote to send the nomination out of committee. Yes!

``Republicans want to vote for John Bolton,'' Lugar said as 10 Republicans on the committee voted in unison against Biden's motion. The panel's 8 Democrats are united against Bolton.

Lugar rejected a request by Democrat Chris Dodd to bring Bolton back before the committee to answer allegations that have surfaced since he appeared in a confirmation hearing April 11.

``He has no right to be promoted on this occasion having engaged in the behavior he did,'' Dodd, of Connecticut, said. Bolton has a history of ``threatening intelligence analysts and others where they took positions in disagreement with his own,'' Dodd said.

On the expectation that the foreign relations panel will approve Bolton's nomination and send it to the full chamber for a vote, Senate Democrats in a closed-door meeting today discussed the possibility of trying to block Bolton's confirmation with a filibuster, said Senate Minority Leader Harry Reid
