Senate Panel Delays Vote on Bolton for U.N.
Tue Apr 19, 2005 05:08 PM ET

WASHINGTON (Reuters) - The U.S. Senate Foreign Relations Committee delayed a vote on the nomination of John Bolton as U.N. ambassador after a Republican senator said he was not prepared to vote for him on Tuesday, casting the nomination in doubt.

57. AP link: Senate Panel Delays Vote on Bolton to U.N.
17 minutes ago Politics - U. S. Congress

By ANNE GEARAN, AP Diplomatic Writer

WASHINGTON - Senators agreed to an unexpected delay Tuesday in voting on John Bolton's nomination as ambassador to the United Nations and said they intend to take a close look at fresh allegations against him.

The decision closed a rancorous session in which Republicans first sought to push Bolton through the Foreign Relations Committee and Democrats resisted.

"We'll all have to trust each other," said Sen. Richard Lugar (news, bio, voting record), R-Ind., the committee chairman, in sealing the unanimous agreement.

Republicans hold a 10-8 majority on the panel, and Lugar had sounded confident early in the session that he had the votes to prevail.

104. I watched it yesterday
to say Voinivich flipped is a bit premature -- he's waffeling

He did say he was prepared to vote for Bolton, but now had concerns after hearing the concerns of other Senators. Voinivich also admitted he wasn't present for much of the hearings, apologized for that, and stated he wanted more time to review things.

so, yes, he's changed his position slightly -- but I wouldn't call it a complete flip

18. Sorry, he did not flip, he only wants more time in committee
He never said he would vote against Bolton, but only that, given the new information, he was uncomfortable in voting it out of committee without more investigation and discussion. Lugar is trying to force it out of committee, Biden and others are trying to stall it.

Lugar has a smirk on his face, and shows every intent of calling for a vote today. I don't know if Voinivich will actually vote against confirmation, though. He only wanted more time.

44. I think that when Voinivich spoke up stating he was
uncomfortable with voting at this time, it threw everyone for a loop. Luger was so thrown off... it was almost comical. In my opinion from watching the debate on C-Span, I think Voinivich, and Hagel are on the fence in regard to Bolton. If the Dems can gather the evidence and make a case, I don't think this nomination will make it out of committee.

By the way... does anyone else think that Luger looks like a "Bobble head" doll???

49. This is Intentional
The republicans know the democrats will filibuster this, forcing the issue of the nuclear option. Which most republicans don't actually want, because it’s a no-win scenario, so the Republicans are just going to bury Bolton in committee.

Pretty smart politically,
Its not like the next guy will really be all that different

53. Well, maybe . . .
But any defeat right now for the corrupt Bush administration looks bad for them -- Lil George squandering his political capital and his man date, you know.

And my comment about Sen. Chafee is that this guy was pulling a Hamlet (to recommend or not to recommend, that is the question) when he knew darned well what kind of a nominee Bolton was. He hid behind "Well, the President's entitled to install his own guys" subterfuge, and now it's just blown up on him, making him look like a prize chump.

I hope the voters of Rhode Island keep this in mind next year when they vote for Senator.

80. Amazing the flip because ...
... during the Clinton years, Republicans didn't seem inclined to think that Clinton had a right to nominate whoever he wanted.

No, the constitution is very clear that the Senate must approve of Presidential Appointments. The presumption here is that any qualified and acceptable appointment should be approved.

Bolton has never been a diplomatic. And he is an out of control anger freak. He is neither qualified nor acceptable to carry out the job at the UN.

50. Senate Panel Delays Vote on Bolton for U.N.
Edited on Tue Apr-19-05 04:17 PM by cal04
The U.S. Senate Foreign Relations Committee delayed a vote on the nomination of John Bolton as U.N. ambassador after a Republican senator said he was not prepared to vote for him on Tuesday, casting the nomination in doubt.

59. Why does whatever Bush wants Bush gets
I jsut can't take this .... when I interview for a job, I am evaluated to see if I am the best for the position. I just can't see why the republicans just go along with every ill-conceived nomination... I mean this guy is a maniac. There are so many more devout, conservative Republicans that actually have an ouce of integrity that would better serve this country. Hope Voinovich's objection is contagious.... Glad to hear about it... hope Bolton's nomination is buried.

62. Senate Panel Delays Vote on Bolton to U.N.
Edited on Tue Apr-19-05 04:52 PM by cal04
No date was set for a vote, but a delay of at least two weeks seems likely while the committee looks into fresh allegations, including those of a Dallas businesswoman who says Bolton berated her at an international conference a decade ago. Some Democrats also bluntly questioned Bolton's veracity. The decision to postpone a vote closed a rancorous session in which Republicans first sought to push Bolton through the Foreign Relations Committee and Democrats resisted.

Sen. Joseph Biden (news, bio, voting record) of Delaware, the senior Democrat on the panel, read from what he said was a letter from a U.S. Agency for International Development worker in Kyrgyzstan who alleged Bolton harassed her — not sexually — while he was in private practice representing a company.

"She's prepared to provide an affidavit. The letter she sent in, and I'm going to just take a second here, it says, `When I was dispatching a letter to AID, my hell began. Mr. Bolton proceeded to chase me through the halls of a Russian hotel, throwing things at me, shoving threatening letters under my door, and genuinely behaving like a madman. I eventually retreated to my hotel room and stayed there. Mr. Bolton then routinely visited me to pound on the door and shout threats.'"

"Is the chairman saying it doesn't matter what we know about John Bolton?" asked last year's defeated presidential candidate, John Kerry, D-Mass. "If you don't know some of the allegations that have come across the transom then you are voting in the blind. Maybe you want to vote in the blind."

63. This hearing will be re-broadcast tonight
on C-Span2 at 8:00 p.m. and on C-Span at 12:00 Midnight. At least, that's what the C-Span schedule says.

I loved how Barbara Boxer got on Chuck Hagel's butt for saying on TV that he wanted to see if any new information came out on Bolton, and now that it has, he wasn't going to vote to delay the vote on the nomination. Hagel explained it away by saying that just because he wanted to vote favorably in Committee didn't necessarily mean he would vote for it on the Senate Floor. Pretty lame, Chuck!

90. 4/19 Senate panel postpones vote on U.N. nominee amid new allegations
http://www.sunherald.com/mld/sunherald/news/politics/11435746.htm

WASHINGTON - (KRT) - President Bush's choice for United Nations ambassador received a serious setback Tuesday when the Senate Foreign Relations Committee agreed to delay a vote on his nomination to investigate fresh allegations of improper conduct.

<snip>

"I've heard enough today to give me some real concern," Voinovich said. "I don't feel comfortable voting today."

<snip>

It also provided Sen. Chuck Hagel, R-Neb., with an opening in which to state his own reservations about a quick vote.

<snip>

In arguing for a delay, the Democrats said they had received new allegations of improper behavior by Bolton since a hearing last week in which a former senior State Department official said Bolton asked him to fire an intelligence analyst who disputed his views on Cuba's biological warfare capabilities.

...more that needs to be read...

92. I'm afraid to be optimistic, but.....

the chimp's poll ratings keep going down, the stock market keeps going down, the price of gas keeps going up, and politicians do like to keep a finger in the wind.....

Having recently watching several of my city council members do a complete flip (you could see their little brains counting votes as they explained OTHER reasons for changing their minds), I know it is possible for public pressure to have an effect. All it takes is for a politician to know that if they follow the party line, they won't get enough votes to even make election fraud look plausible, and they'll reconsider.

At least some pukes are starting to listen, which is a big step in the right direction.

96. Don't trust Voinovich
Watch what he does, not what he says. He's an arch-conservative and highly partisan.

He's a master at appearing to do one thing while actually doing another and at taking credit for things he doesn't actually do.

Very shifty.

98. Good advice, but he effectively closed down
a vote today, so that counts for something. I realize it gives the repugs an opportunity to regroup (because of Voinovich), but it also gives us a chance to lay total cards on the table. Could conscience and the public perception overule party?

102. In his case, no
He doesn't do anything without being told. The only time he takes a stand on anything is when it involves money. He still has the first penny he ever earned.

If its not about budget or appropriations, he'll do as he's told, period.

Our usual comment on anything suprising Voinovich does - if he's in favor of it you know its because he knows it won't pass. Conversely, if he's opposing this appointment now, its only because he knows it will end up passing anyway.

100. Voinovich = a Knights of Malta
George Voinovich has always been a knights of Malta.

He's been a radical, and even agreed with the evil dominionists.

The fact that he thinks Tom Delay has flipped his lid, is very surprising. He has the full power to take down Tom Delay in both government and religion.

Voinovich could be the missing key, a defector to their cult network of fascism which may prove to rustle the in-fighting so bad, many politicians go to jail.

He just can't see putting a nutjob like Bolton on the cut. He's starting to see both sides....

105. As a lifetime Ohioan
I warn again...you cannot trust Voinovitch....I am sure that even last night, he was in "meetings" or "conference calls" that were designed by his party to give him a way "out" of his mouth moving without thinking.

He will vote Bolton out of committee...he WILL do as he is told on this one. He just wanted some limelight to use for his campaign in 2006... such as:

"I opposed bringing John Bolton out of committee until I was satisified that all doubts about him were resolved to my satisfaction"...which really means...

"I threw this hissing bag of snakes onto the table so that my party can have time for some damage control or time to come up with some distractionary tactic toward the Dems to take the heat off of us.".......period
