CDP director placed on leave by Homeland Security IG

ANNISTON, Ala. - The director of the Center for Domestic Preparedness in Anniston has been placed on administrative leave pending an investigation by the Homeland Security Department inspector general's office, the agency says.

No details were available about the reasons for Marion Cain's removal Monday as the head of one of the nation's premier terrorist-response agencies.

CDP Associate Director Mike King has been named acting director, CDP communications director Kathy Wood told The Anniston Star for a story Saturday.

The CDP is Homeland Security's only federally chartered weapons of mass destruction training center. It began operations in June of 1998 as the only all-hazards training center, offering training on chemical, biological, radiological, and nuclear weapons.

As director of the CDP, Cain is charged with administering a $55 million budget to train the country’s first emergency workers how to respond a terrorist attack

Cain, 54, is a native of Sumter, S.C. He attended The Citadel, where he earned a bachelor’s degree in civil engineering before spending 26 years on active duty with the U.S. Army Corps of Engineer

During Cain’s military career, he served as a master parachutist with the 82nd Airborne Division and the U.S. Army’s Special Operations Command. He is a veteran of Operation Just Cause in Panama and Operation Desert Storm in the Persian Gulf.

Cain lived in 15 different locations, including South Korea, Panama and Saudi Arabia, during his 26-year military career. Anniston is the only place that he and his wife, Virginia, have lived for more than three years.

“I don’t expect to see a moving van at our front door anytime soon,” Cain said.
