Teacher Is Accused of Using a Stand-In to Pass a Test
Duh, I have a question ...how come only our Prezident can cheat???


One was a 37-year-old middle school teacher who could not manage to pass the state teacher certification exam in social studies, his field. The other was a 58-year-old former homeless man with a master's degree but no steady work, making ends meet through odd jobs - like tutoring the history teacher for the exam. One, the working teacher, was tall and black; the other was short and white.

Investigators said yesterday that the tutor obtained a City Department of Education identification card with the teacher's name and took the state certification test in his place.

The teacher, Wayne A. Brightly, has been charged in connection with the case. Investigators say they believe he coerced and intimidated the other man, Rubin Leitner, who they said has a history of mental problems.

Mr. Brightly was teaching under a provisional certification, which was to expire.

In a report, Richard J. Condon, the special commissioner of investigation for the New York City school system, reserved his harshest words not for Mr. Brightly but for the city Department of Education's "inadequate" identification procedures and the State Department of Education's initial failure to cooperate with his office.

Obviously the teacher was not named for his IQ. Did he not think anyone would notice that is short and white while the smarter one was black and tall? At least the kids are spared from having to sit through this dim bulb's classes. Usually social studies teachers are the ones who teach government and civics. It makes me shudder to think what he might have taught the young ones!
