(Reuters) Bush Shifts Emphasis on U.S. Social Security

WASHINGTON (Reuters) - President Bush said on Thursday he would focus for now on the financial problems facing Social Security, signaling a shift in tactics amid a slide in support for his private account plan.

The emphasis on the financial problems facing the retirement system as the huge baby-boom generation begins to retire comes as opinion polls show declining support for Bush's plan to carve investment accounts out of the program.

Senate Democrats asserted they had the votes to block his plan.

Despite the polls, Bush said he felt the administration was making headway in explaining to the public that Social Security's future was troubled.

"People are beginning to say, we have a problem," Bush told reporters. "The next phase, when people say we have a problem, is going to be, what are you going to do about it?

6. dems need to jack up the rhetoric & capture the issue for next year....
a great thing for the dems to use AGAINST the repubs in next year's house races, if the dems would just capture the issue by framing the repubs properly:

Repubs aim to DESTROY S.S.

Bush plans poisons your retirement future

Bush plan enslaves you to wall street

Republican BIRTH TAX burdens your children

etc.

some colorful AND true rhetoric.

8. Agreed. But Democrats also need to add "here's what we're doing"
They need to outline what sort of shape SS really is in right now, and what sort of maintenance they plan to keep the system healthy.

I think that would add a very positive element to the portrayal of Dems as protectors of this vital program.

Every time I read something like this, it just makes me feel so good. It's like finding a $20 dollar bill on the sidewalk.

It's going to be very entertaining to watch him shift around on this subject for the next few weeks. He'll try a new strategy. Then he'll change his stance, just to see if he gets any bites.
