12. It's the only prize given based sometimes on potential
the prize is suppose to encourage said recipient into acting a certain way. The people that gave said prize acknowledged at times the award recipient doesn't always follow through with commendable actions. Such is the risk of such a prize. I imagine in the views of the people that gave the prize, it was worth the risk.
