or a spouse, or an elderly relative in their care.
Even benign neglect doesn't result in something like this. This dog was either intentionally starved or left alone for a very long time.
If it was the latter - if something had happened to the owner and there was no one else with daily access to care for the dog, why didn't someone step in earlier - like the building manager or a neighbor, either of whom should have realized there was a dog in the apartment?
