15. It's not kidnapping
It's (if anything) unlawful imprisonment or unlawful detention. Kidnapping, per the model penal code necessarily involves moving the person from where they are, not detaining them where they are.

It sounds like a civil suit. If a proper order was issued (by proper I mean prima facie valid under proper authority) all involved will have good faith defense at a minimum from criminal prosecution. Suing is in order
