One may not get sick. One may spend years not being sick. When one is sick, it costs a lot if one gets very sick.

One needs food daily.

Insurance is for things that will cost a whole lot if you get hit with them, but nothing when you don't which may be the case for a long time. Food is relatively cheap, in the scheme of things.

If he's talking about the chance of not being able to pay for food, that's food stamps - essentially that's food insurance. Likely he things that should be privatized. If the government did not do it, we might indeed buy food insurance and unemployment insurance from the private sector.
