in Congressional hands, and votes. It's an interesting process - posing a big picture, if flawed, approach, and a more specific, yet piecemeal, approach. Local parochialism remains a feature in Congress, as always, and the larger picture remains a feature of the Presidency.

What matters, functionally, is what ends up on his desk for a signature, imo.
