While I still think that even with our foreign policy 9/11 was too grotesque to be considered a "response" - they murdered thousands of INNOCENT people who had nothing to do with whatever the US government was doing - the fact remains that foreign "adventurism" certainly contributed to the perverse logic of the 9/11 actors.
