13. good question, why were they...?
The UN was ready to lift them long before 2003-- the UN commissioner in charge of the program resigned in protest because the U.S. kept them in place, citing "important foreign policy considerations." The truth is that most of the world's intelligence services knew Saddam's regime was effectively disarmed by 1995, yet the U.S. insisted that only "regime change" would satisfy it. I don't have any good things to say about Saddam Hussein, but one million innocent Iraqi civilians, including half a million children under five, was NOT "worth the price" for achieving regime change in Iraq. Altogether, between them, G.H.W. Bush, Bill Clinton, and G. W. Bush were responsible for the murders of MILLIONS of Iragi non-combatants-- all, with the exception of the liberation of Kuwait, based on trumped up lies about nonexistent "weapons of mass destruction" that had ALL been decommissioned during the early days of UNSCOM.

Sorry if you find this an inconvenient truth.
