He handed the cutting role off to the supercommittee, ie, rather than say "and we'll pay for it with cuts in military spending", he said "I told them to add another $500B to the cuts". When they come back with cuts in medicare/ss, he can then say, "well I didn't tell them to cut THAT", when in fact he knows that's where cuts will come from...
