What was spent on the banks was to keep them going, keep the people employed there employed, along with anyone who worked at any company dealing with that bank, etc. That was for average people. Those people were mostly average, and were helped, setting aside the few cases of egregious bonuses to higher paid people there. It was to keep the system afloat, rather than allow a disaster that would have impacted ordinary people far worse. You are just lacking in ability to see more than the surface.

And how fast can what happened in the prior years be turned around? There are no magicians.
