18. Two reasons..
1. Gore is very popular right now. People would donate at record paces to his campaign. Yes I truly believe that.

2. He won't have spent money trashing Hillary or Obama like they will have and thus he won't have burned all the money they did either. They also haven't spent time trashing him so he gets to earn the money while other "frontrunners" destroyed each other and he comes in without being picked apart by Democratic candidate attack ads.
