Bush, the same lack of intellectual curiosity, the same lying with ease, the same nickname calling, the same use of the troops to bolster her own image, the same evangelicism (although I think Sarah actually believes this stuff, unlike GWB, who was just pretending), but as far as shifting all the blame for her failures to others, she stands alone.

Throw in a healthy dash of Anita Bryant, as someone mentioned above.
