Some people have health insurance "available" at work (like every single Walmart employee) however they are uninsured because a) they can't afford the premiums b) the plan sucks c) they are young and feel it is cheaper/better to skip insurance.
Counting all 15% of currently uninsured and assuming they will all be eligible for public option is apples & orange comparison.
