The ranking is based on a score for how secretive they are, but is then weighted according to size. Delaware wins because so many US corporations are incorporated there. Similarly, London is nowhere near as bad as most of the other places surveyed, but it's bad enough and the enormous volume of business done there gains it 5th place.

Effectively they're rated for how much harm they do.
