According to Lindsey Graham & Steve Hadley, he holds all the keys to Iraq future.

I could be wrong, but don't the president and Congress dictate POLICY when it comes to war, and the generals carry out that policy????

I bet cheney has Petraeus' nuts firmly in his fist, ready to squeeze.
