One could read it as a comment on the sexual identity of a specific minister from France.

Or that any truck at all with ministers is 'gay,' which would appear to be untrue, whether the ministers are political, or religious, or both.

Or that consorting with people from France is in and of itself gay, or that it is NOT gay unless you're going to have dinner with them. It would suggest, it seems to me, that it would not be rational to imagine, let alone accomplish, dinner with a straight person from France whether he or she is or is not a minister, although it seems far more likely that straight people from France likely have dinner all the time. Maybe even every day.

Perhaps I am being too cavalier in dismissing the possibility that someone could arrange a dinner meeting with a minster from France and then proceed therefrom to having gay sex right there on the table, dinner crepes flying asunder. Clearly I'm being too limited in my observations, as this is at least possible. It seems generally unlikely, because a lot of people, whether they're from France or not, like BOTH sex and dining, and why not have dinner first and THEN retire to the bedroom? This is just a suggestion, of course. I don't mean to be pushy. If people crave sex over a plateful of mashed potatoes and gravy and peas, who am I, really, to question their set and setting? Life is short, after all, and you can always make more crepes.

Finally, it does suggest that political, religious, and military figures would be most wise to schedule dinner meetings only with celibate or eunuch Germans or Bolivians or Koreans so as not to trigger verbal bigotry on the part of certain aides.
