G.E. Financial was taken under the wing of the F.D.I.C. insurance structure in November of 2008, with a 'credit limit' of one hundred thirty-nine billions, involving various short-term commercial papers that had to be rolled over by June of this year. This is not a loan or provision of capital to G.E. Financial from the government, and it is not apparent that any money actually changed hands at all.
