7. This is part of Conyers' damned cover-up.
Conyers already has the power to investigate. He is chair of the Judiciary Committee. He already has subpoena power. He has the authority to investigate. By making this a BILL which he knows will not pass, he gets cover for not doing his job.

Conyers wants to look like he's doing something, even though he doesn't really want to do it by filing this as a bill, rather than using the power he already possesses.

He talked big about Rove and Miers and the US Attorneys---issuing subpoena after subpoena knowing that he wouldn't get cooperation. When it looked like the courts were going to enforce the subpoenas, he conveniently says he "gained their cooperation," and that they would be deposed. Yet, they haven't been deposed. The depositions have not been scheduled, and according to Conyers' spokesman, with whom I personally spoke, when it is scheduled the date of the deposition will not be made public.

IMO, Conyers is covering either his own, or other Democrats' asses---or, Rove has something on him he doesn't want made public.
