Why not buy every tax payer a car?

If you file taxes in 2008 pick the car you want from a list of energy efficient cars to be built by either Chrysler, Ford, or GM. Let the Government dictate the economy and emission standards for the cars but nothing else about their design other than the requirement of safety features common to any car. Give the auto makers a year to begin producing the cars. The cars should not be luxury laden, but well equipped. Either have Uncle Sam write the check for the cars or give each of the taxpayers a tax credit equal to 100% of the car's cost applied to before-tax earnings - one way or another make the car's free at the time of delivery.

It would certainly put lots of workers back on the lines, lots of parts makers back in business, lots of designers back at their screens.

Yes, I know, sooner or later its the taxpayer that will be footing the bill, but at least this way you'll get something for your money.
