AM I READING INTO THIS? I WATCHED LIEBERMAN AND WEBB'S FLOOR SPEECHS. LIEBERMAN SAID THIS WAS ONLY ECONOMIC, BUT WEBB STATED WE HAD NEVER DECLARED A NATION'S MILITARY A TERRORIST ORGANIZATION BEFORE.
