1. Mmm maybe but in the short term his legacy is the war
and in that I think he will get a pass on the lying, manipulation/fabrication of "intelligence" before the war but will be slammed for the complete lack of planning for after the military operations. Katrina will also be a damning part of his legacy.

In the long term I think that say 10 years from now people will feel free to come out of the shadows and question how they failed so horribly to prevent 9/11 from happening. To date it is still the one thing they can count on and the one thing the press will not touch...until they leave office.
