Considering the Prequel Trilogy is all about a phony war that the Chancelor and his minions (the Sith) propagate and manipulate to gain control of the Galaxy (complete with emergency powers and scapegoats like the Jedi, who are the Empire's own version of the Democrats), I'd say it's pretty crystal clear who represents those elements in our own society.

I wonder how George Lucas feels about his material being utilized by government officials who are the very emobodiment of his cinematic villains.
