Mr. Padilla was held incommunicado for 1307 days, and tortured almost every day. For what purpose? To dislodge information? After a few months, it seems unlikely that there was anything he might be holding back. Absent some good cause, one can only conclude that this man, an American citizen, was tortured by U.S. military authorities solely for the sake of torture.

That is the real risk of this and of passage of the McCain Torture Bill - that torture becomes indiscriminate, routine, and is soon seen as indispensible.
