I suspect he's been dead for some time, of natural causes probably, and they've just been hanging onto the corpse so they can trot it out at a politically opportune time. Of course, they could just be doing it so that they can play the Osama card whenever things get bad: jumping out with some old video message and screaming "Boo!" in the hopes of herding the sheep in the direction they want.
