Well, if you go by a mindset that the next attack will be staged by our own government, or at least neo-conservative elements...

San Francisco - den of inequity

Seattle

New York City - being kicked when down ought to bring them on board

San Diego - gives excuse to deploy Army there to tighten border with Mexico

Las Vegas - Sin City

Detroit - let's them tear down everything and start over with the "right people", also known as the "New Orleans Gambit"

Los Angeles - gets rid of liberal Hollywood

Maybe replace one of those with a central plains state city, to drive home the fact that no one is safe... one of the more liberal ones
