8. Didn't they track that down as military grade?

If I recall correctly, all Anthrax (and all biological weapons for that matter) has a "signature" so they can tell just where it came from if they need to. Didn't the stuff sent in those letters get tracked back to our miltary? Could they have KNOWN that it was about to be mailed out because they gave it out for that purpose?
