Her advice in the Witt report?

"Acccording to the Witt report, rather than just drive off willy nilly at the first sign of trouble, causing massive traffic jams. Folks, with the help of properly educated officials, should first study the danger as indicated by radioactive plume, or in the case of a hurricaine, wind speed, category and direction, etc. carefully, maybe stay home. They must be studied and educated before hand with great patience and respect so they will not be afraid."
