and who don't know how it's supposed to happen, to be outraged at the thought of America being accused of war crimes...and this, of course, extends to him...

Harder to impeach a President if the people don't realise he broke the law or if they feel the law is wrong...well, unless said President got sex, that is

and if Congress signs off on his brand of military tribunals..nevermind that laws already exist governing tribunals...then Bush can claim he was within the law because Congress changed the laws
