which allow this once insane theory to come mainstream (I myself am skeptical of the theory, but hear me out)

1. NSA surveillance program was started in February 2001, this means that terrorism was on the radar of the Bush admin. (Source: Bloomberg News report about briefs filed in the NSA warrantless wiretapping case; work-logs from Feb. '01 cited as evidence by the lawyers suing the government, that NSA program predated Authorization for the Use of Military Force (against terrorists) passed AFTER 9/11.)
2. Judy Miller is given a tip in June '01 that preparations for a major terrorist attack are being investigated by the FBI
3. On August 6th 2001, the President receives a PDB saying that Al-Qaeda and Osama are planning to hijack airplanes, among other less credible but possible plots. No preemptive action is taken to stop the unfolding terrorist plot.
4. 9/11 happens.
