Not meaning to be snarky, but before you circulate it, change these things:

"It's" means "it is," so the correct way to write what you meant is, "Is the U.S. safer without its allies?" There are a few examples of this to correct.

batallion should be battalion

bugets should be budgets

"'God' told him to strike at Saddam"

Last, I'm not sure if "Congress" is capitalized. Someone smarter than I am can answer :)
