Because anybody with even a modicum of chemistry knowledge could construct a bomb kit from items that you would find in any grocery store. And you wouldn't even have to walk down the cleaning aisle to do so. And if one was really clever, a person could simply make a bomb out of what you find in the produce section.

A "bomb kit" could be virtually anything the law wants it to be. And if they want to find it in your pantry, they can. This is all more fear and terror crap to keep the people paniced, and distract them from the fact that their civil rights are being stripped again.
