9. Yes, the D.C. sniper case was very disruptive...
especially in the school systems after the child was shot. Every single school district in the area was on lock-down. What was so unsettling about the whole thing was that people were shot in the middle of doing the most mundane things like pumping gas or going to the grocery store. Now THAT was terror.
