. . . but along with those freedoms come certain responsibilities." Hmmm! What's wrong with this statement.

Well, first there is no precondition to a press being free. It's either free or it isn't. If it is truly free, and there are no conditions, then there are no "certain responsibilities."

Secondly, if you believe that these conditions must exist, then you DON'T encourage the development of a free press.

So, the State Dept. is both stupid and they lied.
