* Make Jerusalem a free state, under the rule of no country but its own, kind of like the Vatican. Similarly, a free passage to and from it should be available to both Arab nations and Israel, as well as the rest of the world via an airport if they don't already have one or something similar.

* Establish a Palestinian state, taking land from both Israel and the surrounding Arab nations who were both responsible for the displacement of these people. Give them whatever they need to get established as a nation, again using resources from both Israel and the surrounding Arab nations responsible for their displacement in the first place, and allow them to democratically determine their own constitution and government, all under UN supervision.

* Place sanctions on all nations that do not cooperate in either of the above, with a focus on hurting the interests of the governments of those countries rather than their people. Any aggressive or violent behavior will be met and dealt with swiftly by UN troops. In the case that the violence is enacted by insurgents or groups not associated with the government of a specific nation, an independant investigation will be conducted to evaluate the failing of that government's law enforcement, and they will be required to act on its findings.

If that fails, institute the following:

* The creation of the International Bong Police. Any and all acts of violence will incur the immediate intervention of a Bong Police Unit, who will force all offending parties to smoke extremely good weed until they make up with each other or are totally incapacitated.
