This seems to be just the results you'd expect if widespread vote manipulation on a small, hardly noticable scale had taken place over a large proportion of the precincts. Let's say this is true, and the perps planned for possible exposure of the scheme by making sure cover stories were available for some subset of these precincts...perfectly logical explanations, prepared for a number of these "modified" precincts, that explains why the vote count was wrong. If people start suspecting, pop out these explanations for a few of the precincts, and restore the correct results. Now you can say, "see, it was an honest mistake, but it doesn't change the election...no need to spend all that money to continue investigating!"

If the vote advantage you got from all those fixed precincts is big enough, you can afford to lose a few to provide cover for the rest.

Tin Foil Hat territory, perhaps.
