Republican funders who have ties to the administration and really want to see it win give large amounts of money to a group of vets who want Bush to win as well. They hire some pr people to think of a way to do it (without the direction of the administration or even the funder, but perhaps the advice on which pr to select) and then attack. It all allows the Bush cmoaign to deny connections, though ti is clear they weren't as clean as they'd like to have been.

Anyway you look at it, it is nasty and disgraceful for an AWOL vet to allow an attack on Kerry for his benefit.
