As a professional with the best connections, Kerry could call in favors to get the very best people, even late. Clark for the most part couldn't.

Btw, the reports coming from the Kerry campaign at the time he altered its organization were that he had too many campaign people in conflict over how the campaign should be run. There were two warring contigents, so he eliminated one.
