Is it because evil is an adjective and the Devil is a noun, representing an entity that is recognized by a certain demographic as true and real as you and me? Is it because it takes the concept of evil to its highest application?

Honestly, I don't see the difference between calling someone evil or the devil, nor do I see the difference between Chavez and Bush calling each other names like 5-year old boys on a playground.
