1. This is being presented in concert with
legislation designed to rewrite the army code of conduct and other brakes on torture. It will indemnify those accused of torture. It will "make legal" that which is indefensible.

Remember when you listen (if you have the stomach) that there will, nowhere in his speech, be his own personal definition of "torture"...
