73. "all protestants" do not believe that
In particular the Unitarian-Universalist Church and the United Church of Christ hold that salvation is possible without accepting Jesus.

Even many Evangelical congregations believe that salvation is possible outside of Christ by living a moral life and according to an ethical code, even though accepting Jesus is the "preferred" means.

Paul himself said that non-believers are eligible for salvation in the New Testament:

"When Gentiles who have not the law do by nature what the law requires, they are a law to themselves, even though they do not have the law. They show that what the law requires is written on their hearts, while their conscience also bears witness and their conflicting thoughts accuse or perhaps excuse them on that day when, according to my gospel, God judges the secrets of men by Christ Jesus." (Romans 2: 1-16)

This prognosis is not what fundamentalists believe, but there is a Biblical basis for it.
