All those things you mention are pending: oil, dollar crash, social unrest.

With the general collapse will come the need to be able to escape from revolutions or criminal prosecutors. They need the money to ensure a lifetime worth of bribes in the countries they will eventually inhabit (which could be here, because as you well know the Great Depression was a time of extremely bad corruption.)
